Colleen M. Flood
Biography

Colleen M. Flood is a Canada Research Chair at the Faculty of Law, University of Toronto and is cross-appointed to the School of Public Policy and the Institute of Health Policy, Management & Evaluation. From 2006-2011 she served as the Scientific Director of the Canadian Institute for Health Services and Policy Research. Her primary areas of scholarship are in administrative law, comparative health care law & policy, public/private financing of health care systems, health care reform, and accountability and governance issues more broadly. She is the author and editor of eight books, including editor of Data, Data, Everywhere: Access and Accountability? (Montreal: McGill Queen’s University Press, 2011), co-editor of Canadian Health Law and Policy, 4th ed. (Markham, ON: Butterworths, 2011), co-editor of Exploring Social Insurance: Can a Dose of Europe Cure Canadian Health Care Finance? (Montreal: McGill-Queen’s University Press, 2008), editor of Just Medicare: What’s In, What’s Out, How We Decide (Toronto: University of Toronto Press, 2006), co-editor of Access to Care, Access to Justice: The Legal Debate Over Private Health Insurance in Canada (Toronto: University of Toronto Press, 2005), and author of International Health Care Reform: A Legal, Economic and Political Analysis (London: Routledge, 2000).
